Question asked in the House of Commons, January 30, 1913,

Dr. Chapple,-To ask the Secretary of State for Foreign Affairs if he will lay upon the table the instructions to the British delegates to the International Opium Conference, held at The Hague in December 1911 to January 1912, in continuation of the instructions to the British delegates to the International Opium Commission at Shanghai in 1909, which were published in Parliamentary Paper [Cd. 4898].

Answer

I am prepared to lay the instructions when permission to publish a note from the United States Government contained in them has been received.
